Cannabis Packaging Compliance: State Symbols Explained

If you're designing cannabis packaging, getting your cannabis packaging compliance symbols right isn't optional — it's the law. Every legal state has specific requirements around what symbols must appear on your packaging, their minimum size, and exactly where they need to go.

This guide breaks down what you need to know about state compliance symbols, warning labels, and how to make sure your custom mylar bag design meets legal requirements before it goes to print.

Why Cannabis Packaging Compliance Symbols Exist

State compliance symbols serve two primary purposes:

  1. Consumer safety — universal visual cues that a product contains cannabis, warning potential consumers (especially children) and people who may not read English
  2. Regulatory accountability — a trackable mark that the product is legal, tested, and sold through licensed channels

Failing to include the correct symbol — or using the wrong size — can result in product seizure, fines, or license suspension. For small brands and independent sellers, that's a business-ending mistake.

The Universal "Not for Kids" Symbol

Many states require the universal "not for minors" symbol: a circle with a slash through the letters "MJ" or a stylized cannabis leaf with a red prohibition slash. While the exact design varies slightly by state, the intent is the same — this is not a children's product.

Minimum sizing requirements typically range from 0.5" x 0.5" to 1" x 1" on the front of the package, though some states require it on both panels.

State-by-State: Key Compliance Symbol Requirements

California

California requires the universal cannabis symbol (the exclamation mark in a triangle/cannabis leaf design) on all cannabis products. The symbol must be at least 0.5 inches wide and appear on the primary panel. Warning labels must also include: "WARNING: This product contains cannabis, a schedule I controlled substance."

Colorado

Colorado uses a red diamond symbol with "THC" text. It must appear on the principal display panel at a minimum of 0.5 inches. Products with THC above a certain threshold require additional warning language.

Nevada

Nevada requires a specific state-approved symbol and mandates that the word "Cannabis" or "Marijuana" appear prominently. Child-resistant packaging is required for all cannabis products.

Michigan

Michigan's requirements include a universal cannabis symbol on the label, a warning statement, and the requirement that the package be opaque and child-resistant. The state has a specific approved symbol that must be used.

Massachusetts

Massachusetts requires a specific state-issued warning label in addition to the universal cannabis symbol. The state has strict rules about font size and minimum contrast ratios for text on packaging.

Illinois

Illinois requires the universal cannabis symbol plus a warning that includes: "For use only by adults 21 and older. Keep out of reach of children." All packaging must be child-resistant and opaque.

Washington State

Washington has one of the most specific symbol requirements — the "Cannabis" word plus the LCB (Liquor and Cannabis Board) logo in certain applications. Products must also state the serving size and total THC/CBD content prominently.

Arizona

Arizona requires a caution symbol plus warning language about the intoxicating effects of cannabis. The symbol must be visible on both primary and secondary panels.

Warning Label Requirements: What You Must Say

Beyond the symbol, most states require specific warning text. Common required warnings include:

  • "Keep out of reach of children"
  • "This product may be habit forming"
  • "Do not drive or operate machinery while using this product"
  • "For use by adults 21+ only"
  • State-specific health warnings (California requires specific rotational warnings)

Weight and Content Requirements

Every cannabis package must clearly display:

  • Net weight in grams (3.5g, 7g, 14g, 28g are standard)
  • THC/CBD content as a percentage or milligrams per serving
  • Lot/batch number for tracking purposes
  • License number of the dispensary or cultivator

How PackFlow Handles Compliance

PackFlow has compliance built directly into the design flow. In Step 4, you select your state from a dropdown, and the tool automatically places the correct state compliance symbol at the right size and position. The system includes:

  • 16 state-specific cannabis compliance symbols
  • Solid white stroke styling for maximum contrast on dark bags
  • Warning label styles (dark band and light background options)
  • Weight and volume selectors (3.5g, 4g, 7g)
  • QR code for linking to lab results (COA documents)

While PackFlow handles the visual compliance elements, you're responsible for ensuring your final packaging meets your specific state's regulations. Always verify with your state's cannabis regulatory authority before going to print.
